This will set you up with excellent 4K gaming. You can swap the rear installed fan to the front and replace with the spare one. Three of the same up front and a strong one in the rear.

I think this is probably the best PC for your budget, for the purpose of playing Triple A games at 240 hz and at 1440p. I didn't include the case since since the 4070 ti super is kinda big and I'm not sure which will fit

The B550M-A II isn't an amazing board, and for a 5700X I feel like there are some better options for not much more, and I chose the B550M Pro-VC WiFi. I also changed out the SSD to save $40, assuming that the one you chose jumped up in price recently. For the same price, I swapped the PSU out for the MSI A550BN.

This should set you up with a pretty solid gaming machine. The windows licence is OEM, which you can upgrade to a retail license for ~$30. The only difference is that retail licenses are transferable vs OEM which locks onto the platform it's installed onto.
