My budget is 100-600$. I’m in North America.

For me, the Acer Aspire Go 15 is around $400–$450 i think. It comes with a 15.6-inch 1080p IPS display, 16GB of RAM, and a 512GB SSD, and the port selection is solid: USB-C charging, two USB-A ports, HDMI, and a headphone jack. I asked him and he said he mostly plays arc raiders and borderlands. And "stuff like that".

So if the cheaper one can play those then that should be fine.

I found this if building isn't on your time table. I tried to stay to the same specs and capabilities. But this time I went for some pizzazz. :)

Comes with Win 11 preinstalled. Plus a mouse and keyboard. And is a bit future proof as well. Oh, and here is two choices for a 4k monitor to pair with it. OLED and a less expensive non OLED. [go with the oled ;)] Just don't forget to add the monitor you want twice to your cart for that crispy dual screen setup.

It looks like you already got a good set for your build here.  Regarding your question for the PSU and your Air Cooler - are you planning to overclock your CPU and GPU?

If so, your PSU should be able to handle the load since on regular stress, it could spike to 650W.  That gives you some headroom to overclock your CPU (and your GPU).  

On the other hand, air cooling an overclocked CPU might need an AIO for better temps.  

Also, don't forget to upgrade your mobo BIOS to avoid the Intel "Vmin Shift Instability".  I'd hate to see your system get fried because of it.

Honestly that looks like a solid build. you shouldn't have any issues with cooling or power. If you're concerned about cooling I'd recommend at some point switching the case fans to Noctua and running some custom fan curves. But overall a solid build.
