In the price range you have given I recommend you to get a refurbished laptop, which provide higher processing power, great durability than a new cheaper plastic laptop, also you get a higher speed RAM and Storage. I would personally recommend Dell Latitude 5420 which comes with a Intel Core i7-11657G a capable processor for photoshop as well as light gaming if you want, with 1TB SSD Storage and 16GB of RAM, and a good screen for editing in photoshop.
