I spent a whole night making your list! I had luck of staying within the budget, because I honestly only picked products that were in the top rating and had great reviews! Of course I setled price limits, specially in the laptop.
Almost forgot. Make sure of connecting the 2nd monitor to the DisplayPort of the USB-C Dock, so you can have better graphics and the refreshing rate that the monitor can offer!

I've helped set up a few offices and I know for myself and my customers that LaserJet is the way to go. I found two options that should work real well for your needs. And don't worry about the refurbished. Most refurbished still come with a warranty and will last years. The good thig about the Xerox is it has a slightly higher DPI for those images you mentioned. And holds more paper. But if you absolutely want new and it needs to sit on a desk than the HP is the winner. :)
